bitlbee-plugin-otr software package provides IRC to other chat networks gateway (OTR plugin), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install bitlbee-plugin-otr
bitlbee-plugin-otr is installed in your system.
Make ensure the bitlbee-plugin-otr package were installed using the commands given below,
$ sudo dpkg-query -l | grep bitlbee-plugin-otr *
You will get with bitlbee-plugin-otr package name, version, architecture and description in a table
